NOTICE OF RACE

Title 7th BIYC Borneo International Yachting Challenge 2010 Organizing Authority Ministry of Urban Development and Tourism Sarawak, Labuan Corporation, and Ministry of Tourism, Culture, and Environment Sabah 1.0 Date The BIYC (Borneo International Yachting Challenge) 2010, comprising of Miri Bay Regatta, Miri-Labuan passage race, Labuan-Kota Kinabalu passage race, Kota Kinabalu Bay Regatta, and will run from 24th to 31st July 2010 2.0 Rules The BIYC will be governed by the rules as defined in the Racing Rules of Sailing 2009-2012(which includes the Notice of Race and the Sailing Instructions), the current IRC Rules Part 1/2/3, and the Offshore Special Regulations. During the hours of darkness the RRS Part 2 are replaced by rules 12, 13, 16 and 17 of the International Regulations for Preventing Collisions at sea. Passage races will be Offshore Special Regulations category 3 whilst Harbour Races will be Offshore Special Regulations category 5. 3.0 Eligibility and Entry The IRC Racing Class is open to all boats which hold a current valid IRC certificate Cruising class (Cruiser Racer Class without IRC and Cruiser without IRC) is defined as: Keelboats of a cruising nature without IRC certificate. The handicap rating of the Cruising category boats will be issued by the RC and is not subject to protest. The Race Committee reserves the right to reclassify categories and boats in the interests of fair competition. A boat may be excluded from entering or have its entry reclassified at the sole discretion of the Race Committee. 4.0 Schedule of Events Sat 24/07/10 All day Registration and measurement 1600 Skippers briefing - Park City Everly Hotel 1900 Welcome dinner and reception - Park City Everly Hotel Sun 25/07/10 0900 Race 1, Harbour Race- Miri O/C Race 1, Harbour Race 2 1900 Prize presentation and dinner - Ulumulu Restaurant Mon 26/07/10 1000 Race 3, Passage Race Miri to Labuan Tue 27/07/10 1900 Prize presentation and reception Labuan Sports Center Wed 28/07/10 1400 Race 4, Passage Race - Labuan to Kota Kinabalu Thur 29/07/10 1700 Press Conference followed by Cocktail reception at Sutera Harbour boardwalk Fri 30/07/10 1000 Race 5 Harbour Race - KK o/c race 5 Race 6, Harbour Race - KK 1900 Prize presentation and farewell dinner Sutera Harbour  Sat 31/07/10 Yachts Depart 5.0 Sailing Instructions The Sailing Instructions will be issued at registration, Click here for PDF copy. 6.0 Course The Miri and KK Bay Regattas will be windward-leeward and or triangle races 7.0 Scoring The Appendix A Low Point System shall be used. 8.0 Prizes The Borneo International Challenge Trophy replica will be presented to the OVERALL WINNER of the IRC class only. There will also be prizes for the first three places  and an OVERALL WINNER in each category of the Harbour Race(KK Bay Regatta). The Passage Race winner is for all category places of 1,2,3 from every Class(sailing only). There is no prizes for line honours. The Motorized finish will carry the point for the overall result. 9.0 Entry Fees No entry fees. 10.0 Registration Owners wishing to enter their boats for the BIYC 2010 may complete an online the Entry Form (click here to open form) and need to send the crew list to the secretariat. Confirmed entrants MUST present themselves for registration of their yachts and crew at the Race Secretariat on the 24th July 2010 between 0915 hours to 1645 hours. The original or certified true copy IRC 2010 certificate shall be presented for inspection at the Secretariat during registration procedures. No adjustment to IRC rating will be permitted after the 1st July unless to correct a rating office error. At registration, yachts will be informed which sails are required for measuring. 11.0 Advertisement Advertising must conform to Category C, but limited to advertisements that in the opinion of the Race Committee do not conflict with the race sponsors or government regulations. 12.0 Berthing All participating keel boats are accorded FREE berthing at Miri Marina from the 23rd July to 25th July, and at Sutera Harbour from 29th to 31st July subject to availability. A safe anchorage area off Labuan Island and at Labuan Marina will be designated. Berths will be allocated on a first come first serve basis in all these three venues. 13.0 Security The Organizing Authority and the Race Committee will do their best to ensure a safe environment for competing boats and their crews. Access to the marina and social functions will be monitored and supervised. All skippers MUST sign a DECLARATION upon registration, absolving the Organizers of the event, of all liabilities which may arise in the course of the race. 14.0 Disclaimer All those taking part in the BIYC do so at their own risk and responsibility. Crew members must also acknowledge this and release the Organizing Authority, the Race Committee, the sponsors of the event, their respective officers, volunteers of any liability whatsoever for any loss of life, property, personal injury, or damage caused by or arising out of the race/regatta. 15.0 Identification All boats entered for the BIYC will be issued with a pair of hull stickers with the BIYC logo2 and identification number. These are to be placed at the forward part of each side of the hull for the duration of the race. 16.0 International Jury The Race Committee will appoint an International Judge. 17.0 Race Briefing Venue and time is 1600 hrs 24th July at the Park City Everly Hotel Miri.
